Yes, the HOA’s compliance is governed by a document called Declarations, Covenants, Conditions and Restrictions (DCCRs). This document, the ARC guidelines, and published HOA rules are what the HOA compliance manager reviews when they drive the neighborhood. Residents violating the covenants, guidelines, and rules will be cited for violations.
