Dear Plum Creek Residents,

The Plum Creek management team would like to remind you of important changes to our pool operations for the upcoming season and share critical reminders about pool safety and community responsibility.

Changes to Lifeguard Services

This summer, our pools will operate without traditional lifeguard services. The Board of Directors conducted extensive research into alternative lifeguard companies but found that suitable professional lifeguard options were not available in our area. After several summers of inconsistent service quality with no other viable alternatives, the Board made the decision to transition to a different operational model for this season.

The Board studied how other neighborhoods without lifeguards successfully operate their pools and have adapted best practices for Plum Creek. Please remember: our pools have always been "swim at your own risk" facilities when lifeguards are not present. This fundamental responsibility has not changed. We are formalizing what has always been the case during non-lifeguard hours and reminding residents that our pools now operate year round without lifeguards.

New Model

To ensure our pools remain clean, safe, and well-maintained, we are implementing a new model that includes weekend Pool Monitors. A combination of HOA staff and Pool Monitors will be responsible for:

• Monitoring pool cleanliness on weekends.

• Checking and maintaining proper water chemical levels.

• Ensuring facility upkeep and reporting maintenance needs.

Our regular maintenance technicians will still be performing their duties throughout the week as usual, this just adds more consistent eyes on the pools each day.

Updated Age Requirements

Age restrictions for unaccompanied pool use have been adjusted to reflect the new operational model. Please review the updated pool rules posted at both facilities and on our website to ensure compliance.

You must now be at least 14 years old to receive and use your own Rec. Tag. Under 14 must be accompanied by a resident attendee 18+ with a Rec Tag and pool access card. Additionally, for a Plum Creek family to bring non-resident guests at least one resident attendee must be 18+ with a Rec Tag and pool access card (families can bring up to 4 guests).

Addressing Past Challenges

For years, both current and previous Boards have received complaints from parents of teenage lifeguards, some as young as 15, about residents arguing with, badgering, and confronting them over Rec Tags and pool key requirements. Lifeguard companies in our area do not employ adult staff, and this operational change eliminates the inappropriate burden placed on young employees to enforce rules while facing hostility from adults.

Enhanced Bathroom Facilities

We are also pleased to announce that we have hired a team to clean and refill the pool bathrooms on the weekends to ensure they remain clean and sanitary. This is in addition to our regular maintenance checks during the week.

Zero Tolerance for Vandalism

Recently, vandalism at our pool facilities has forced us to temporarily close the pool, impacting all residents. Please note that throwing furniture in the pool is vandalism, and this behavior is unacceptable and will not be tolerated.

When individuals are identified causing vandalism, safety issues, or repeated rule violations:

• Pool keys will be immediately deactivated

• The entire family will lose pool privileges

• Restoration of privileges will require Board review

Your Responsibility

Pool safety is everyone's responsibility. Please:

• Supervise children at all times

• Follow all posted rules and age requirements

• Respect our facilities and fellow residents

• Please report pool concerns promptly and directly to the HOA staff by emailing pcoffice@goodwintx.com or calling 512-262-1140.

○ Last summer and this season, posts were made to social media instead of being documented with HOA staff who compile and report to HOA board members for action. The board and HOA manager do not have the same day-to-day visibility into the pools that residents do.

○ When you see issues at the pools (just like with any other amenity such as lakes, playgrounds, trails), please contact the HOA with the date, time, location, what occurred, and photos if you have them. This helps leadership see the pattern, understand the frequency, and make better decisions about security, enforcement, signage, and other management components.

• After hours and weekend emergency reporting should be directed to Hines Pool and Spa at 512-590-9569.

• For any suspected criminal activity, please call the Kyle Police Department.
